TITLE(s): MANAGER, HARBOR DEPARTMENT (water trans.) Manages operations of municipal harbor department or port authority: Enforces orders, rules, and regulations, concerning use and control of navigable waters, tidelands, and submerged lands within harbor. Authorizes acquisition and maintenance of water craft and erection of facilities for department. Directs assignment of berths and wharves to steamship companies.
